Rifles drop from Enclave events. To get access to these you need to get to the end of the Enclave quest chain. Rifles can drop from the Enclave events with the aligned flamer mod already attached. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod.
