If it has signal from the key every time then the problem is the starter. Check your filter. If there is air in it and you can't prime it with the pump on the housing, you can either rebuild or replace the housing. Loosen the bleeder valve, pump the pump. It's easier if you pull off some of the intake tubing. It's now a "Crank no Start" situation. I am replacing the injector return lines and regulator with new but am not sure that will fix the issue.
