I skipped my starter outpost and used maps to create one on an extreme sentinel planet. Right next to a large curious deposit :) Not sure if the extreme environment helps, but that's my theory.

You do what they give you and you wait 24 hours to debrief/see completed buildings, and then you get new missions. Maybe they got some surprise up their sleeve, but I wouldn't hold your breath.
