I have searched inspector mode to see if anyone else feels the same as me, without sucess. Once you get to the spot, interact with it and you will have dialog options. Choose the right one and you can finish it, which should give you 4 bag hats. Either the "Throwing Stone" needs a condition to have more damage against some birds (i.e. crows and pigeons) or the birds health is too much. It can sometimes take me 3 hits with a stone (2.5 damage) at close range to kill them. I can suggest a 3x damage bonus against those birds using stones, larger birds maybe 2x damage bonus.
