Remove globe from robot, clean inside the robot where the globe goes (maybe even turn it upside down and give it a light shake) reassemble Plug-in and see if it rotates now (without any litter in this clean robot) like KapatainKid1 said use a clumping litter and fill to just below the line. Upon starting cycle (now when power is first turned on), the bonnet will rotate through fully in one direction, stop for a second or two when the dump opening align, then tries to continue rotating in that same direction for another few seconds then completely stops.
