Assemble the kit as shown. When threading the bolts in, move your wrench or ratchet in either direction a few times, this should make the threading easier. Do it right… plug both holes ;) Definitely take all the parts of the governor out including the arm. Don’t take the chance of interference inside. It’s an easy process. As long as you leave the stock valve spring you shouldn’t blow it up. The valve will float first.The governor hole is 1/4" and if you remove the oil sensor while you're in there it's 7/16". Tap them if possible, use fine thread bolts and red loctite. If you do the oil sensor too you'll need to cut the bolt because you won't be able to find one short 😜 enough. On the Predator 212 engines, it is set to limit the engine to 3600 RPMs. Taking out the governor will not give you more "power". It will only allow the engine to run more RPMs. Since on a minibike, the engine RPMs are directly related to top speed of the bike, running the engine faster will make the bike faster.
