It seems that the stalker population does not recover fast enough to keep up with the speed of losing stalkers, but this is just purely a guess of mine. There is no "-dbg" command line option in vanilla or Complete. There is a way to enable a debug mode in Complete (since it uses ZRP 1.05), but that simple debug mode won't let you enable all guns and ammo. You might be able to merge in the Atlas Spawn Menu to do that, though.
